As this is the final Communique for the year, I would like to take this opportunity to thank all who have contributed to Catholic education in Queensland and beyond in 2019.
My thanks to the Commission members, especially our Chair, Hon. Margaret White AO and Deputy Chair, Carmel Nash OAM.
The Commission’s collective wisdom and guidance provides our sector with direction and support as we meet ongoing challenges.
In our schools we welcomed 11,000 Preps this year and saw the first cohort of Year 11 enter the new Senior Assessment and Tertiary Entrance system.
We also farewelled the so-called half cohort from Year 12 – the group that started their school journey in the first official year of Prep.
We also welcomed students to two new schools, Good Samaritan Catholic College, Bli Bli, and St Joseph’s College, Coomera.
All of the many achievements of Catholic education in 2019 would not have been possible without the dedicated support of our school staff, Catholic education offices and the QCEC Secretariat.
A 2019 gallery has been uploaded to the QCEC website highlighting some of the many achievements of this year.

The Ministerial Taskforce on Senior Assessment and Tertiary Entrance held its final meeting for the year yesterday.
Education Minister Grace Grace chaired the meeting which reflected on the first year of the new system and the work to be done as the first cohort of students move into Year 12 in 2020.
There remains a strong focus on ensuring effective communication with students and families as they progress through the new system and in supporting staff as they navigate their way through the changes.
All sectors are working closely together through the taskforce and in many other ways to ensure a smooth transition to the new system.

As we move towards a state election in 2020 it is important that we understand the various party policies on key issues.
It is equally important that we secure undertakings for sustainable recurrent and capital funding for Catholic schools and commitments to policy outcomes that are fair to all sectors.

One of the highlights of 2019 has been the success of five applicants seeking certification as Highly Accomplished or Lead Teachers (HAT & LT).
Congratulations to Eleighta Hannam from St Mary’s College, Toowoomba, and Angela Martlew from Mater Dei Primary School, Toowoomba, who gained certification at the Lead Teacher career stage.
Madonna Archibald from Our Lady Help of Christians Primary School, Cairns; Joshua Turner from Aquinas College, Ashmore, and Jo-Anne Desailly of Mt St Michael’s College, Ashgrove, should also be congratulated for gaining certification at the Highly Accomplished career stage.

This is a huge achievement for these teachers who have demonstrated their teaching skills and abilities at the higher career stages of the Australian Professional Standards for Teachers.
The notification of intention to apply for Highly Accomplished and Lead Teacher certification in 2020 is now open.
The deadline for submitting notifications for the 2020 round is Friday 13 December, 2019.

Chaired by Policy Advisor, National Catholic Education Commission, Patrice Daly, QCEC welcomed 29 attendees to discuss how Catholic School Authorities across Australia have managed NCCD.
It was a great opportunity to learn how the different Commissions have utilised funding to support compliance with NCCD.
The meeting provided an opportunity to share how moderation activities are supported within and across school sectors.
It affirmed Queensland’s approach to ensuring that the adjustment is being made due to a disability which has a functional impact on the student’s learning, as well as ensuring the necessary evidence is available to support the inclusion of the child in the NCCD count.
I will continue to advocate with both the Australian and State Governments for a simpler process, noting the significant investment schools are making in ensuring compliance with NCCD requirements.
Director of Schools Announcement
Congratulations to Peter Hill who, after more than 30 years working in Catholic education, has been appointed to the position of Director of Schools for the Diocese of Wollongong.
Many of you know Peter in his current position as Director Employee Services at Brisbane Catholic Education.
I particularly acknowledge and thank Peter for his service and contributions as the QCEC nominee on the Queensland College of Teachers Board.
We wish Peter all the very best as he commences his new position in 2020.

Theme announced for Catholic Education Week 2020
The theme for Catholic Education Week 2020 has now been endorsed by the Commission.
175 Years – A Spirited Tomorrow acknowledges the 175th anniversary of the opening of the first Catholic school in Queensland, drawing on the long tradition of Catholic education as we look to the future.
The theme also references the work of the Plenary Council in discerning the way forward for the Church in Australia.
Catholic Education Week will be celebrated in Week 3 of Term 3 (from Sunday, 26 July to Saturday, 1 August 2020) and the official launch will be hosted by the Archdiocese of Brisbane.
My thanks to the Catholic Education Week Working Group for their continued efforts to promote Catholic education.

With the lifting of work bans last week, EB9 negotiations are continuing and we look forward to positive outcomes in the coming weeks.
These negotiations are important to ensure our school staff are adequately rewarded and that our Catholic schools remain sustainable in the future.
